The Council
It's ingrained in the human psyche to think that God, or the gods in the case of the pagan Gentiles, are angry and something must be done to appease them. The Greeks had temples where they made sacrifices, and the Jews kept the law, so when they were all together worshiping in the early church, it was natural to think there was something more to the Gospel.
